Fred Phelps

Owner
Professional Land Surveyor #4483
-Fred is the owner and senior licensed land surveyor, overseeing all functions of the firm. He began his surveying career in 1971, after receiving a B.A. from Sonoma State University.  With over 45 years of expertise in land surveying, Fred has served as an expert witness in over a dozen court cases for clients engaged in litigation concerning their property.
-Fred likes to spend time in San Miguel de Allende, Mexico and has traveled extensively throughout Central and South America, sometimes by motorcycle.

Joe Hughes

Project Supervisor
Professional Land Surveyor #8992
-Joe's passion for land surveying began in high school. After completing the the Santa Rosa Junior College Land Surveying Program he began working for Phelps & Associates in 1999, becoming licensed in 2013.  Joe is the resident technology expert from GPS to AutoCAD and manages all office systems. With over 20 years experience in the field and office, Joe is a dynamic and integral force at Phelps & Associates.
-Joe is a competitive cyclist and rides for team Breakaway Bikes.  He finished 1st place out of 50 riders in the local 200K race that spans 124 miles and 12,000 feet of elevation.

David Krinard

Land Surveyor, Drafting Supervisor, Project Coordinator
-David has been at Phelps & Associates since 2001.  He is a graduate of the Santa Rosa Junior College Land Surveying Program.  He is knowledgeable in the art of surveying with years of experience both in the field and office procedures.
-David is always working on a project, from home improvements to RC cars and vintage bikes.

Steve Mannwieler

Drafting Technician
-Steve has been in the the business for 30 years drafting for engineering and surveying firms.  Steve gets the job done with an exquisite eye for map clarity.
-Steve loves building and upgrading classic hot rods; he frequents shows and weekend drives throughout Northern California.

Diane Phelps

Office Manager
-Working alongside Fred since 1977, Diane is known as the "Supreme Commander".  Diane manages the billing and filing systems and keeps the place organized and running smoothly. She is also one of the nicest people you will ever meet.
-Diane has a green thumb, a beautiful garden and is a busy bee by nature. She is a wonderful grandmother to her 3 grandchildren.

Shelly Hughes

Office Assistant
-Shelly (Fred and Diane's daughter) began helping the family business when she was 13.  After graduating from Humboldt State University with a B.S. Biology degree in 2000, she began working at Phelps again and met Joe Hughes. They have been married for 20 years and handle the business while Fred and Diane take time to travel.
-Shelly was an Environmental Educator for many years, working with youth to restore riparian habitat in the Russian River Watershed.  She is a certified Eco-landscape Gardener, Land Steward for the Art & Garden Center, a team member of the Green Gulch Farm & Zen Center's Youth and Family Program, and a consultant for West Coast Watershed providing support for the North Coast Resource Partnership.
-Shelly designed our company website.
